However as Sir Arnest Satow has returned to England by

the last mail he will be able to say whether he could

utilize their services.

On the general question of Sikhs entering the

service of Foreign Powers I might remark that there

are in this Colony and throughout the Fast a number

of Indians altogether outside Government control.

These men might easily drift into the service of

foreigners and the only effectual plan to prevent their

so doing would, in my opinion, be for the Indian

Government to exercise some control over all Sikhs

leaving India, and, if possible, to ensure that they

only do so to take up some recognized employment,

acceptable to the Government, and subject to previously

arranged conditions as to their repatriation on the

cassation of that employment.
